R33 Sii Wont Boost Past 6 Psi

hey people,

as a few people know i recently purchased a blue R33 SII and im loving everything about it, however after purchasing a FMIC and full 3" turbo back exhaust off W1ngnut i wanted to increase my boost from stock to about 12 PSI. there lies my problem... ive searched the forum, google, mates just about exhaust everything i can think of but it all ends up in the same result. i cant boost over 6 PSI before 4500 RPM then it hits about 8 PSI there after, ive installed and turbosmart boost tee wound in up to where i think 12 PSI would be but no change, if i wind its almost all the way out i hit maybe 11 but that cant be right as with the previous cars ive owned i have never had to wind out a boost tee that far. so i figured it must be the tee so i swapped with a mate that i know is working on his 32... same thing. i read on the forum that i should use and EBC so after bargaining with a mate i acquired a gizzmo iBC... same problem ive taken the standard solenoid off and tried combos of it in/off but nothing seems to make my boost increase. im at my wits end trying to figure out what is wrong so i turn to the forum before i go insane for help.

anything you guy can help/ point me in the right direction will be greatly appreciated
