for your budget i would seriously recommend getting an early evo (evo 2 - 3) they are very easy to modify and have a fair bit of technology for its time. you can pick up a Race/Rally import evo 3 for 8,000 in good working order (just make sure you do a compression test and check for crank walk)

I used to own an evo 3 as a road driven car, apart from crank walk which is common in most early they are unbelievable in the way they handle. cheap to rebuild and cheap to make power.
