As per a post at SilviaWA:

...after 5th April, all 15 yr old imports will have to do almost the same ADR work as the normal RAWS cars. This is definitely going to increase the cost of the car and ADR work. Engineer will have to inspect the car prior to PITS inspection.

Plus, regarding the air conditioning, its not just a matter of degassing anymore, dryer / filler valve..etc will have to be taken out as well.

And, if so, there goes the chance of me getting an R32. Which definitely sucks hard. I think that DOTAR's is being a little stupid by disregarding email responses' and by coming to such a conclusion so quickly.

Ok now.. first of all this is WA ONLY !! unless I'm reading wrong, each state has their own engineering rules and regulations and steps required to get a car complied for the road. Not every state requires an engineered car to be later fully inspected by the state transport deparment. This may effect WA and SA (which generally have ****ed up laws anyhow from what I gather), but not the eastern states.

Federally I'd imagine DOTARS can put pressure on state governments to change adherence to various ADR, but really in the end it is up the state government to implement the changes or not.

Please don't blow things out of proportion Elithrar unless you do really have facts and can provide sources and documents. Thanks.

Usually when the gas is removed in the old system a few valves had to be changed anyhow to suit RA134A I believe. So that is not that devestating. In the end when you get it rebuild in australia you get an aircon system that *works*.. many cars that age require a recondition anyhow. I dont' think thats a major problem with anybody considering getting an older car, other than the extra cost involved.

Hi everybody, newbi here since last night. Felt i had to put a bobs worth in on this subject. It is great the amount of effort you people have put in to it and you should be commended for it. I have only read the last few replies on this but thought it is good to get as much input on this subject even if it is not correct.

Imports have always been somewhat of a grey area in regards to regos, rebuilds etc. Because a few have been straining the rules and let go because ultimately the RTA were at fault, big brother has tightened the reigns.

I have written numerous letters, (handwritten is considered more personal although i have to agree it shouldn't matter what it is on) to DOTARS proclaiming to withhold the 15 year rule and hopefully we will get somewhere. My gut feeling is that it will be changed, along with other avenues, until the only way to bring a decent car in will be personal import only.

Unfortunatly, there still continues to be a minority that are greedy and our feds, along with the jap feds have uncovered another 36 exotic stolens at melbourne pier. If anybody is interested in how these cars got here with a full "dereg" you can pm me.

As for importing r32s i am not sure but check on the raws link below:(it is not such a bad thing because this way all cars get the full treatment, ie:seat belts,tyres,cat,aircon etc, because it is now the onus of the raws workshop and not the owner to get the car worthy. Not sure if any raws is doing the 32s yet as it costs hella much money to get the license.

ps. latest news is you now need a certificate to prove that the acon gas was removed in japan before you can get a dereg and if it has no gas then you will probably have to fill it to get it taken out!?!!

This is a short note to advise all those in Western Australia that the requirements for registration of 15 year old vehicles will soon be brought inline with those of other States, including the requirement for an engineer's sign off once the ADR-related modifications are done.

As most would be aware, some or all of the following items must typically be addressed for vehicles older than 15 years, prior to registration:

Sash belts for rear seats

Sun visors

Child restraint points on the rear parcel shelf

High level brake light

Catalytic convertor

Driver's side mirror changed from convex to flat

Unleaded fuel filler opening restrictor

Side intrusion bars

Dash dimmer switch

Engineer's sign-off

These do vary a great deal from vehicle to vehicle and State to State.  If you are uncertain about what needs to be done for a vehicle you are considering, you should ask the registration authority in your State for further information.  Costs of the work can then be determined by contacting a suitable workshop.  While all the changes can be made by the owner, we do of course recommend our customers to a reliable workshop in their State should they require assistance.

We always suggest with 15 year old vehicles that an allowance of about $1,200 be made for the modifications required prior to registration, if paying a workshop to undertake the work.

However, previously as little as about $300 to $500 was sufficient to prepare most vehicles imported under the 15 year rule, for registration in WA.  This will be changing next week with the indicated date being Monday 5th April 2004.  We are still waiting on advice of the exact changes from the WA Dept. Transport but based on information so far, we expect that the list of requirements will include more of the above items as well as an engineer's sign off.

We have been told that any vehicles bought before the 5th April will be exempt from the changes.  We would assume that an invoice from the Japanese supplier and a dated receipt for funds transfer to Japan for the vehicle will be sufficient evidence of this fact.

So if you are in WA and you are intending to import a 15 year old vehicle, then you will need to purchase prior to 5th April in order to beat the changes and save yourself nearly $1,000.

Step 6: Contact your local representative, especially if you are in a marginal Libera/National seat!

Some of the fedral seats can be lost with just a few hundred votes in the next election! So if you are in one of the marginal seats, talking to your local representative will be especially effective..

Well, the response period for comments to DOTARS' proposed changes to the 15 year rule has ended. So what to do now ? Sit back and wait for them to announce the option that THEY think we should have, then try to complain when it's all too late ? I think not.

Rather, the pressure needs to be increased.

It's time to contact your local Member of Parliament. The most impact will be generated by contact with MP's in marginal seats who are naturally very receptive to any issue that may serve to weaken their prospects for re-election. However, it is very important also for those residing in 'safe' electorates to contact their local MP to not only make them aware of the issues, but to bring to their attention how many tens of thousands of voters will be completely pi**ed off if the 15 year rule changes.

How to Contact your Local MP

Writing a short letter will be the most effective method, followed by a phone call, and lastly e-mail (only use e-mail only as a last resort as this tends to be ignored by Politicians). Bear in mind that we are pushing simply for the current regulations to be retained as they are -- this is always the path of least resistance for Govt. and providing that sufficient public comment reaches local MP's, there is a very good chance that the 15 year rule will be left alone for at least the next couple of years. Imagine the possibilities for all the new models this will give us access to at amazing prices. All you need to do to have your say is to take the time to write and post a short letter, or call your local MP and let them know how you feel !

The Government is currently considering the responses to the discussion paper on the Importation of Vehicles 15 or More Years Old and the options outlined in the paper.

Prospective importers should be aware that there may be changes to the current regulations. You should not assume that vehicles manufactured in 1990 will be allowed to be imported should the regulations be changed.

    • Been over 2 months since I have done anything on the S15 and had a day off today so got stuck into mounting the radiator and intercooler. I ended up using factory bottom mounts as bolted in and I did order some gktech top brackets but didn't work with the PWR radiator so made up some with aluminium flat bar. Spent way to long on them but pretty happy how they are. Next job was the intercooler. Used some more aluminium flat bar and did the bottom mounts first. Top was easy as just one long piece and 2 90 degree coming off rad support and welded them on. The bumper support required some notching to let the outlets sit where I want so will add some reinforcement later to strengthen it. I have also bought ecu and waiting for it to arrive. Went with a Link g4x Xtreme but will be adding a ptmotorsport expander to add a few extra inputs over CAN. Went through a few different configurations on pclink to get what I want to allow future expansion for sensors and gearbox upgrades. Ordered gktech rear arms but looking at the hardrace lower control arms to have some extra adjustment too will see how the alignment looks after first setup. Got 2 more weeks of work before shut down and will have almost 4 weeks to work on this so planning on hopefully firing up mid January.   Also bought a 2015 brz with a heap of good gear, did noosa hill climb a month back. Owned it for 3 days changed alignment and sent it. Finished the weekend 2nd in class and only .3 off the 180sx best time last year. MCA Red coilovers, gktech rear lca, bolt on lock kit and tie rods, whiteline toe arms, cusco 1.5way diff and 4.5 ratio, endless brake pads, headers, exhaust, perrin intake and e85 tune. Electronic steering adjustment, nankang crs with koya wheels 17x9 +35. Have bought rear traction arm and relocation kit, extended studs and v3 tie rod kit. Planning on also getting flex tune as lucky to get 300km a tank with e85 and short ratio. Car is a heap of fun to drive and super easy to work on. AC in the line up at Noosa was mint in 35degree weather.
