kahoots? Umart sells a few TV tuner and capture cards that can perform as a PVR. The leadtek is meant to be a good card for the price. Depends what you're after - the digital TV encoder cards are probably the way to go, but only just starting to hit the market.

~$200 that gets you a digital TV tuner and all the standard PVR stuff sounds like its going to be the way of the future.
