Another Epa Notice! U Bloody Kidding!?

So I got letter in the mail. saying I was spotted yada yada. and need to get my car tested.. I had this same Situation happen over a year or so ago. went thru all this shit to remove my mods. and put a pissy little Exhaust on my car that is smaller than the stock one..

Now I haven't touched the car since, in regards to mods, I still have the papers and reports from when the car was first inspected. Do I really have to go Through all this BS again? cant I just speak to the EPA and tell them that I have done this already, and car has not been touched since?

Umm if you put all the mods back on, then the car is illegal again... duh.
