After having a scroll through the website there is certainly plenty of info - It appears to be legit as it would take someone a lot of time to setup all that for a scam. Then again as Ash pointed out, only having an email as a contact will do them no favours.

Good intentions, but unfortunately total lack of funds and no fixed time frame combined with no planning approval says this is dead in the water already. I'd hope he's keeping track of donations so he can give the money back when it all falls apart.
