Do you mean that the guy started off with a photo and just colored it in with some CG program? Check out the guys website and look under "CG" at the top of the page... theres alot of other things he's got going (theres a couple of dodgy little underage girl CG pics, but that kind of dysfunction is all too common here in Japan).

To make a 3d model you start with outlines, exaple, profile shots, front/side/rear...create the lines, join them up, its fairly complex and you build the 3d car in 3d form ,you can move all around it and edit it. last programe i used to make 3d was 3dstudio max r3, that was aaaaggeeesss ago, i hear maya is the shit now...
