Not Reving

hi i was wondering if i could get a bit of help .i have a r33 gtst series 2 and was wondering if anyone has had a problem with there fuel pressure reg? i just had it tuned and a haltec platnium pro fitted and it was goin all wright (not the power i was promised) but yea now its not reving past 5000 rpm and slowly gets worse. if i blank of the fuel return line it revs fine. um dont see and manifold leaks either. any advice would be great thanks.

its running 550cc injectors,a gt3082r turbo, 3inch exhaust,front mout intercooler,spitfire coils (new),new plugs,new intank fuel pump. anything else u need?

Standard Pressure reg? or aftermarket?
