Cefiro Suspension

hey guys im new to this forum and not really good when it comes to suspension, I bought a A31 Cefiro a couple of weeks ago and it has tein coilovers, the fella i bought it off said it was adjustable ,

i want to just adjust the height on it as its too low to pass roadworthy but when iv pulled the rear coilover out to have a proper look it only has

2 collars on it and there both sitting right down the bottom, does that mean that I cant lift the car any higher then what it is?
