Wheels Past Guards

As above, is it illegal to have your wheels past the guards of your car?

I've done some googling, but couldn't get some definite answers.

Fro example if the fitment was like this would it be ok?

the guard or bodywork of the vehicle must cover the section width of the tyre.

Note: The section width of a tyre is the distance between the outsides of the sidewalls of an inflated tyre

I was hoping as long as you couldn't see the tread from the top it would be fine.

I'll just go with lower width wheels instead, saves me time and money
