Rubber Pad On Hks Coil Over Appermount Mounts?

Just bought some coil overs for my 34 and was doing some research, and there was a set on Ebay which says:

"Please install the rubber pad on the appermount for reducing the noise.(This is the reccomendation from HKS)-HKS quality parts"

Can someone shed some light on this if possible

could only think of them advising to replace the upper mount with the stock one that has a rubber piece in it.
