Would the lambo be at fault for failure to adequately stop, or the Mazda for pulling out into oncoming traffic?

I'm assuming the Mazda because it was coming off a side street so the Lambo has right of way

If he was driving too fast though the Mazda may have pulled out based on his approximate location and the speed limit and ended up in a spot of bother because of this?

I'm pretty sure the Mazda still becomes at fault, the Lambo would still get fined for excessive speed however the Mazda still turned onto a road where the Lambo was driving and needs to be the one to make sure nothing is there
