R32 Springs Fit Ina S13

Im just wondering if r32 springs would fit on s13 shocks. And also could you swap the top hats off the back shocks to the front so you can put them in the rear. I did that in my old skyline and it worked,but would it for a s13. oh and one more thing, whats the lowest a car can LEGALLY be lowered in aus? is it 100cm like nz.
