Er34 Sedan Headlights

Went for registration today in WA and apparently HID headlights that don't have automatic things to ballance them over hills and cleaning devices are illegal in WA.

Does anyone know if I can just switch my lights for regular bulb style lights and pass registration? I really don't want to have to remove the ballasts etc as I plan to remove the regulars lights after and replace the HIDs after registration.

On a side note, is anyone willing to lend me spare stock bulb lights for rego? I will return them + beer.
