Series II - front lip

I noticed that some Series II R33 skylines have an extra piece on the front bumper. Attached 2 pics to show what i mean. Just wondering, what's the point to having the front lip? and how come many '96 models have it, and many don't? factory option? Thanks

yes factory option that's all, just for cosmetic looks. mine came with it but i recently took it off because i prefer the way it looks without it.
