A bov with a flutter is a bov not operating properly, the spring setting is set to really stiff which means it wont open up to vent the air,

The air is trapped between the throttle body that's shut and the turbo , the air hitting against the turbine wheel causes the flutter sound

so technically its like blocking off the factory bov completely you don't need to buy another bov to get that sound.
