Problem With Automatic Transmission

so my nissan skyline r33 1997 gts series II has had problems with the transmission

when i drive and say im waiting at the lights with the car in drive, the car will automatically start revving off and on, up to about 1500 rpm, if i took my foot off the break the car would go high revs then low

any advice on what this is would be very appreciated

I'll start by saying that I know very little about it all... but at a punt...

I'd look at the ecu before the transmission, as I don't think the transmission controls throttle like that...
