car is 15 years it does not have to be factory release specifications to be eligible for compliance.

No compliance plate is issued for the car (hence circumventing some company's monopoly of compliance plates).

Car still has to meet the ADRs present in that year.

Basically it means you can buy a car from 1989 that's modified highly and still comply it like the good old days for around $800- $1500.
