Random info, it can be 100% legal but it needs the GFB blanking plug fitted to it... Had the argument in NSW and ended up spending $12 or whatever it was to make it legal.... Had mine for a couple of years, excellent quality... I was so happy with the GFB reliability that i now have another style on my setup... So Goodluck with the sale... The red one is legal as is-you can adjust the top red section so it's fully plumback[legal] or venting to atmosphere[louder but defectable]

I suppose it's legal the same way as mufflers with removable baffles or exhaust cut out pipes are. Depends on the copper but wouldn't like to get pulled by a dept of trans vechicle.
