Different coolants boil at different temps, depending on quality, type etc. Pressure is proportional to boiling point

Do you mean you have a 40/60 mix of coolant to water?

if there are bubbles in the coolant then it may be a headgasket (but there should be other signs, such as the exhaust pumping out steam), but it may also be that the water pump is cactus and is either not working properly or it is worn out and is causing cavitation (resulting in air bubbles)
