Hey Guys, Just thought i'd give you some information on the Victorian power to weight ratio, which people on a provisional license have to obey.

High Powered Vehicle Rule:

While you can drive most vehicles, you are not permitted to drive a high powered car. These are cars which have a power to weight ratio greater than 125 kilowatts per tonne or with a capacity to weight ratio of more than 3.5 litres per tonne. A list of cars which may not be driven is available from VicRoads Registration and Licensing offices.

Exemptions:

A person is allowed to drive a high powered vehicle if:

a. Your employer requires you to drive the car in the course of your employment.

b. If you hold an exemption issued by VicRoads, but VicRoads will only grant an exemption if:

• it is the only car owned by your family

• the car is used for business as well as social use and no other non high powered car is owned by your family.

Applications for a high powered vehicle exemption must be made in person at a VicRoads office. Exemptions are for a nominated vehicle and must be carried at all times.

The high powered vehicle and requirement to display P plate conditions do not apply to a member of the police force in the course of duty and driving a police motor vehicle. The requirement to display a P plate also does not apply to a member of the CFA driving a vehicle in the course of fire fighting operations.

BUT:

This rule also does work in our favour, example:

I may go out and buy a R34 25GT (As this is legal to drive), and i may tune this car within excess of 1000HP, and it is considered legal for me to drive this car.

Why? you ask, because these Victorian rules go on the Stock Factory Specifications on the car in question.

Note:

Here is a little .exe file that will help you in your questions whether your car is a high powered car or not, here's how it works:

You type in the KW rating of your car, tonnes and capacity, and then it instantly tells you if it's a high powered vehicle or not.

Generally true, but not quiet that simple. To modify a GT to reach 1000HP, and keep it on the road legally, you'll probably need an engineers report. This is where the law goes "grey" and even senior staff at VR have trouble explaining the legalities of it because you now have a legal document stating that the car is no longer in the factory form.

The other thing to remember is that VR provide the rules, the police enforce them. How the police interpret the law can also come into play.

I've said this a billion times, that list was phased out in 2000 (so no cars built after 2000 are on it). It is still available because every car originally on it is still restricted, but you should go by the power/capacity to weight ratios now.

So a 2002 or 2001 R34 GT-R would'nt be on the list?

I heard Skylines weren't on the list? I know R33 turbo's onwards are illegal, but i didn't think quite a few imports where listed. And you really don't need an .exe to work it out, although i believe rrrage knocked that one up? handy for sure, if a computer is on

recipe for power to weight :D

1 kerb weight

1 fly wheel power weight

1 calculator

move decimal place of kerb weight 3 places to the left to get it in tonnes

ie. 1410kg becomes 1.41 tonnes.

as it's "power to weight" - get the power figure, say 206kw's.

206 divide by weight (1.41) - 206/1.41 = 146kw/tonne - illegal.

and that's ur R34 GT-T - am i going to care? not really, i know a few p plater skyliners and they don't seem to have problems.

i needed something to do in year 9 IT class :P might aswell make something useful instead of a program which calculates prices of 24 apples at 76c each, eh?

    • 2 more things I have to work out Easy one first...can anyone describe how to pull the fuel pump and sender from a 33? I can feel there is some sort of mount and clips but don't have a manual and don't know the trick......if not I'll spend some quality time in the boot witha lighter tomorrow. Second question is harder.  He had changed the upper plenum to a plazmaman but clearly got to a point with the vacuum hoses where he said "f**k it, I'm going inside for a beer" and never came back to that job because it was a mess. Am I right to think that I need: 1. Pre throttle (16mm nipple on inlet) to AAC's main 20mm fitting as the main pre throttle feed 2. ACC has a second 13m outlet joined to that 20mm fitting which I think is the pre throttle air supply for the cold start valve? 3. Cold start valve's outlet fitting then goes to Plenum (to bypass throttle?) There is some adapter on the back of the ACC with 2 fittings (13mm and 10mm), do I run the 10mm through a 1 way valve to the Brake Booster (4) and the 13mm back to a 13mm nipple on the Plenum as the Idle control (5)? 6. Run a 6mm vacuum line from the Turbosmart BOV to the Plenum? 7. Run a 5mm vacuum line from the Fuel Pressure Reg to the Plenum? 8. Run a 5mm vacuum line from the Turbosmart Boost controller to the Plenum? (Wastegate already has a pre turbo pressure source running to the solenoid then the wastegate on the other side of the bay)  Any help appreciated, the GTR is quite different setup and while the Stagea also has FFP it is different again. (And no Dose, I'm not pissing it all off and putting a ethrottle on it....)
    • OK, onto some questions to try and speed up the process a little. Does anyone know what core this Garret is? I know it is a high flowed standard turbo but nothing else about it. Tag says OK 0169J - 446179-5032 Same question for the injectors, I don't know what they flow and ideally can work it out before it hits the dyno, they are a mustard yellow side feed
    • Quick side trip into the engine externals, alternator and PS were in place including tensioned belts, but the PS was dry (my guess is he had the steering rack reco-ed). Filled it up with Transmax Z but it will need more bleeding once the engine is running no doubt. BTW I've said before, I don't know what kind of soft animals you have in the city, but out here they breed the rats tough. I bet they were disappointed when they tasted synthetic ATF.... Coilpacks are Splitfires with a factory loom in reasonable condition. I didn't pull one put I bet the spark plugs are new as its a new engine
    • Onto intake pressure test. I have a Raceworks (damn brand thieves!) pressure test adapter that lets you apply pressure through a standard tyre valve and comes with a pressure gauge.....I just blocked off the other end immediately before the throttle body. Applied 30psi....and the turbo intake immediately popped off with a bang. Sorted that but it was still leaking, turns out there is a pinhole leak at the BOV adapter that I'll have to find a local place to TIG up. I'm sure it makes SFA difference with such a small leak but I want it to be right. Everything else up to the throttle body was good. Also cleaned and oiled the KNX cone filter, and this is the AFM if anyone can identify it (car runs a PowerFC)
    • I'll send you a message, but until I know what is OK (and anything that isn't) its kind of hard to work out a fair price. BTW I'm just helping out here, ultimately it is Mel's call what she accepts but I know it will go sooner or later.
