How To Remove Mould On Rims?

I've got a bit of mould/fungi on my rims and I want to get rid of it. It's on bare metal where theres no paint so I've tried several chemicals and methods that have failed to work.

I've used:

Acetone/Nail polish remover

Bleach

Jiff

Sanding with 2000 Grade paper

Anyone got any ideas or tips?

is it mould or that electrolysis looking stuff where it's moisture under the clear?

If not, then Subaru Upper Engine Cleaner perhaps?
