CCNA would be good, but not 100% necessary, Mainly they would want to see that you have the aptitude to do the role and that you can do the job, certifications are secondary. The roles would include work for one of several government departments.

all I've got behind me is a government security clearance and an extreme desire to do involving IT work again...my current position is so mindless I'm sure I'm actually losing knowledge :(

that side of networking is all done via telnet text commands, its not everyones cup of tea.

Hi Matt yeah that sounds fair enough, to be honest the pays not the best, but it's not the worst either, and if your really keen send me a pm. It's a candidates market at the moment, so you might as well put out what your after, if you get to an interview.
