My Skyline's Turbo Doesnt Work?

I was driving my skyline the other day and I noticed that my VTEC wouldn't kick in at high rpm. Is this normal?

Your vtecs not broken mate your just granny shifting and not double clutching like you should.

You can bring vtec on earlier if you run an atmospherically vented blow off valve

My skyline is a 2009 wrx so it should be equipped with VTEC. I tried lowering my car would this help in any way?
