I removed every thing from the front solenoid (under plenum) back to the rear rack and looped the rear pump lines into the stock cooler. Lock bar and tomei electric thing on the hicas ecu in the boot the steering is now very heavy so how do i bypass the solenoid in the front rack or trick the hicas to give me the speed control steering back? Couldnt find anything about this on the net.

Put the HICAS computer and wiring back into it and reconnect the larger of the two loom plugs to it.

I have done everything that you have done (except also changed PS pump to R34 type - hey, it's what was on the Neo that went in at th same time) except take the computer out, and mine is just fine.

So, get rid of the unnecessary "Tomei electric thing" from the HICAS computer and just hook up the larger of the two plugs, like I said. Unless something else is faulty, you won't need to do any modifications to make the power steering work properly. I sure as hell didn't. All I did to initially kill my HICAS, back in the year 2000, was unplug the smaller of the two plugs. Everything has worked fine since then, and that remains true since I pulled all the HICAS hardware out also.
