Just to do some basic fault finding pre auto electrician as the compressor engages when you turn it on but I am guessing the clutch in the compressor is buggered. Will probably need some info for the Auto electrician as well if thats the case.

When you say the clutch is engaging, it must be audible?. Skyline clutches don't often wear down so I would assume its pumping. If your not getting any cooling effect then I would say its low on gas. If the compressor cuts out if the revs are above 2k for a few seconds this would confirm low gas. If the comp doesn't cut in/out then it will prob be low but maybe half full.

Start car, turn a/c on. Carefully check temp of a/c components in engine bay. The 2 lines going through the firewall should be cold on big pipe and hot on the other. If you can't identify them then the silver cylinder or maybe black on a r34 should be hot. Check and let me know

The mechanics topped up the gas when they did the last service (done to keep the warranty legit) but didn't go any further with it as they only do the basics. The revs pick up when engaging A/C but thats as far as I have got. Downloaded the R34 manual but it doesn't cover the GTR but will use that as a guide to try and find out more. Might be outside for a while but will check the pipes you mentioned for coolness.

Edit, the diagnostics from the R34 manual seems to be applicable for the GTR as well, didn't find any faults when diagnosing and changed relays to check it as well so will leave it to the experts as it looks to be a magnetic clutch issue. The tubes from the compressor, the top one was warm and the lower one was normal when the A/C was on.

If one was warm and the other ambient, then almost certainly its low on gas. One should be 60-70 degrees while the other around 0-5.

Low gas usually will have the cold one warm up as the gas reduces and at a certain point( about half full) the hot one will reduce temp until the pump won't turn on cos its too low.

Going to an auto sparky or air con shop they can put gauges on for you in 5 mins and should be able to diagnose it quickly and cheaply.

Cost of repair depends exactly what's wrong

If your AC is low on gas then it would be low on pressure also and stop the compressor from pumping. Unless your in line pressure switch is stuck on causing it to think the system is charged.

What is the actual problem? Are you not getting cold air through the vents. It could be climate control related or the rubber tube that senses air temp under your dash might have come off.

That statement doesn't make sense because if the magnetic clutch is buggered then the compressor wont engage. I've not heard of a case where the mag clutch engages but the compressor isnt driven. You should hear a loud click when the mag clutch engages. If it doesn't engage, it may be that;

1. the fuse is blown (which may in turn be due to the solenoid in the mag clutch breaking down and pulling too much current - you check that by measuring its resistance, will need to be 3.5 ohms if its the same as R32s). If you replace the fuse and it dies quickly that's likely the problem

2. not enough gas do trigger the pressure switch (as mentioned above)

I've not heard of a case where the mag clutch engages but the compressor isnt driven.

Usually when there has been a wiring fault causing the clutch to come in/out repeatedly every couple seconds the clutch will wear down. It will either stop being able to drive the compressor or it might drive at idle but upping Rpm will causing it to completely slip.

Is the A/C compressor supposed to keep kicking in and the revs go up every so often as a result? (for a r34 gtt) Mine turns on roughly every 15-20 seconds if I remember correctly. I know on my other car it doesn't seem to do that but different car I guess.

I've had my car re-gassed and it still blows ice cold air after well over a year but have always had this happening.
