What specifically does engineer's certificate refer to..

Does it have a compliance plate?

Sebaz: Being a 15 year old import, an engineers report is required to confirm that the nessesary work required to register the car has been completed. This includes items such as side intrusion bars, replacement fuel filler neck, child restraints etc.

Also, cars imported under the 15 year rule dont recieve a compliance plate, unlike cars imported under SEVS
