these are hard to come by and normally would cost well over $100.

will my air bag lights flash when using this?

^{??? depends what you do for the light wiring i guess.... you could prob get a pinout of the wiring and force the signal / voltage for the airbags... Sould only take 30 mins at the most if you have a pinout of the ecu wiring loom and access to the plug......}

I'm assuming these ones are HICAS compatible?

your HICAS would be no doubt run from your ecu or associated wiring and electrics outside of the steering wheel (which only contains an airbag and horn) and hence would have nothing to do with your "steering wheel being replaced"
