To answer your question, yes it can be changed. Check out hypergears thread in the same section you posted here.
To how much boost to run, depends entirely on your setup.

Hypergear can highflow your turbo and is your best option. Give him a buzz and see what he has to offer and what will suit you best. This has been covered soooo many times. Maybe try using the search button.

yeh i tried the search guide and nothing came up.also tried the forced induction reference guide ,,,none of the links seem to work

On topic, why bother doing anything to the stock turbo, just use it till it blows and upgrade
