its how they all work dude, to get an import approval you need to show proof of the car being sold in japan to you (invoice for purchase) and proof of the date of manufacture of the car (usually I supply japanese de-registration papers as it has the original rego date on it, and its got a jap gov seal on it).

If you got good evidence they won't disapprove it, they're not arseholes.

The only money he's paid so far would be their agent fee and also the FOB cost to buy the car in japan. hasn't paid for the entire car.
