Skyline R33 Water Tap (Atleast I Think It Is)

Gday Everyone.

Below is a picture of what i need. As the car has been sitting for a while the water tap (is what im told it is) has rusted and died.

Does anyone out there have one?

If its not the water tap, please let me know what it is or if you have one.
