E85 Tuning Issues

my car in undergoing the conversion from 98 to eflex.. engine rb25 is contently over boosting..

not the turbo, all supporting mods. i know low timing and more fuel equals over boost but timing is good and fuel isn't that rich..

ideas what could be the cause?

wire the wastegate open, if it won't make boost it's a boost control issue

Silly question, but has it been tuned on the e85 yet?

The properties of e85 and 98 are very different.
