Help! Should I Buy This Car

hi guys im new to moded cars but want to get into it and need some hlep with picking a car out i have a mate of a mate who is selling his GTR R33 skyline

for $24000 and it has a few mods and seems like a really good car if you guy could give me some advice on it and what u think of the mods and price

MODS

it has a full turbo back exhaust the dump pipes have screams and a tomei exhust manifold it also has HKS GTR_S turbos with HKS actuators and a walbro 400lph in tank fule pumb

and it has only doen 41000kms and only about 150kms with the new turbos and it has not yet been tuned for the new turbos

150km with turbos for which it has not been tuned is 150 too many. Don't know where you are but screamers are almost certainly illegal. Does it have any kind of aftermarket ecu that would allow it to be tuned?
