Whats the rest of the setup like?

How big is your exhaust?

Where are your cams setup?

Assuming PULP?

standard engine?

It does seem a little low but there are ALOT more factors to a decent result than what turbo's you have used.

Afm's would definitely be a limiting factor there. Do as GTRsean said and upgrade to z32's, Nismo's or if a tight ass series 2 rb25 afm's can be used as they a generally good for 200kw+ atw's each. Change afm's convert to e70-e85 or if not available WMI at the least. Retune and get your tuner to lean on it a bit if all is good. Should see some nice gains especially through the midrange.
