Hi guys I'm on my learners n a close friend of mine is selling me a r34 twin turbo 6 cyclinders and I was wondering that if I was allowed to ride that car on my learners and then my provisinonal

Because my parents don't have a manual car and I have a choice of buying any manual car

You should buy a Lamborghini Countach then. If you can change gears smoothly in that and reverse parralel park it, you are ready to drive.

Not sure if you're talking GTR or not as you say twin turbo r34 but it's probably a gtt rb25.

Not that it should make a difference as there are no HP rules in WA that I'm aware of. But from a purely practical perspective it's probably not the greatest P plate car given the high costs to run and your likely inability to afford insurance.
