You can often anchor the shoulder straps of your harness to the parcel shelf (angle will depend on seat).

The lap belts you can put through the rear footwell, easy to get the correct angle.

I think the problem with anchoring them to the parcel shelf is that the metal there is no where near as strong as where the seat belt anchor points, or a proper harness bar will be.

The risk is that in a collision, the mounting bolts may rip away from the parcel shelf. Not worth the risk considering a harness bar is only $300-400!

You don't anchor the eyelet in the parcel shelf itself, you anchor it through another piece of steel to prevent it ripping through in a crash.
