That's what the article states, but it doesn't really matter, as it's a hybrid, torque is what electric engines produce effectively, so it would be easy to use the hybrid system to pull out of slow corners, and let the motor take over on the straights at the best rpm. F1 car's don't make much more torque, and pump out double the horsepower. Moot point. Hopefully this engine will have that extra racing pedigree you're after.
