R33 Gtr Surge/miss Under Low Load

Hey guys, wondering if anyone can help or has had a similar problem.

Noticed yesterday that my car would sorta surge just cruising at 110kph at about 3000rpm on highway and will sometimes idle a bit rough. It seemed to gradually get a bit worse today on the way home and also at other speeds but still under low load. Still revs and boosts fine though. Everything on the car is stock standard. Im going to put some new bcpr7es plugs in gapped to 0.7 if they're fouled up and new fuel filter but have a sneaky suspicion its an air flow meter problem or even maybe a coil pack?

Any suggestions or guidance on where to start would be great.
