Pivot Racing Tool, What Is It?

Hey, I bought an R34 the other day and noticed it had a Pivot Racing Tool on the dash. I've googled it but havn't found a definitive answer on what it is. I know it displays the car km's(which is a few km's out from my speedo) and display time(havn't tested this out yet), but what's the main purpose of it?

  Looking for a S2 front grill for an R34 GT/GTT Doesn’t have to be in excellent condition as I’m looking to paint it. Would preferred if the clips were around. The $500 this marketplace guy is asking sounds ridiculous in my opinion.
