Are you sure it's clear coat and not from grinding?

I'm beginning to wonder this. There is next to nothing a razor blade won't scrape off the windscreen, I've used it so many times and its always worked

As suggested by Ben, if its been near any sort of grinding, the grinding sparks can melt the laminated layer on the windscreen and leave you little marks on your windscreen, which if you cant get it off with a razor blade sounds more likely to be the issue.

No grinding of any sort, car hasn't been painted as such, I sprayed painted where the bonnet hinge is and got lazy with spraying clear on the area

If a razor blade doesn't take it off then I doubt it's overspray, should come off with ease! Or try wire wool and glass cleaner another easy option!

Pic of affected area after clay bar and glass polish, specks really stand out when driving with direct sun on windscreen

Not overspray mate that's for sure, looks like tiny chips I had a 200sx with the same thing very annoying when sun hits it, can't see shit my screen was covered. Looks like your only option is new screen! :(

Use white spirits, on a rag and elbow grease

We use it all the time when vandals paint our (earthworks) machines. Works very well on glass

Do not let it touch any paint, it works like a thinner and strips paint unless its powdercoated

Or aeroguard, works aswell on paint on glass
