Custom License Plates

They say on my plates website that for different colour you just pay order fee and for the actual plate and that's it. My dad said when he has his mustang they charge him every year for blue plates without custom lettering. Will the rta charge me every year for black plates with white letters with standard characters my car came with? Who is right?

they want 400 a year. which I'm not going to do or 99 a year for a plate with a combination of letter and numbers which Is what I'm contemplating.
