So in HK they have been really strict recently with MOT.

I already have installed a brand new 400 cell cat, and my lambda value is at 1.213 which is out of the range of 0.97-1.03 .

How am I suppose to fix this? Will my new Haltech with proper tune fix it?

is the Haltech already in and also do you have a wideband wired back into it?

If so, you can easily enable O2 feedback and setup the lambda or desired AFR for the load vs. RPM then setup the PID for the O2 feedback.. You'll pass with flying colours.

So you mean my current fuel pressure is too low and causing running lean?
