I've seen the jet fuel one before, and for some reason recall figuring out the punchline. I'm stumped this time though

There's a few levels to it

The main punchline is that they've realised something about 9/11 didn't add up after all / it's a conspiracy, a realisation shocking enough to make them ignore the fact there's a dude trapped under a burning steel girder / no longer a big deal. The underlying comical humour is that they have arrived at an obvious yet ridiculous solution to a ridiculous problem with the limited objects available at hand.

On a university/college student note, it's a social commentary on people placing too much analysis and importance on minor facts instead of worrying about what's in front of them and more pressing issues, like the fact there is actually a terrorist faction called Al Queda who laid claim to the attacks and are responsible for many terrorist attacks around the world and other attempts at similar attacks.
