Provided your car already has a rear ARB, then yes, you can fit them. There's no real difference in the suspension arms (and hence mounting points for ARBs) between any of the R33s and R34s (ignoring the annoying differences in rear damper mounts).

Also, I expect that if you put a 20 on the front and a 24 on the rear that you will created something quite tailhappy and won't enjoy it.

The R34 doesn't have a rear ARB (but it does have the holes for one) meaning you can fit the stock one.

Note, you do need a couple of brackets that the stock car has to fit the whiteline items. The R34 N/A won't have them but the GTT/GTST "D brackets" will bolt onto the car, enabling you to use the whiteline items.

Who doesn't enjoy tail happy?

and if his rears are adjustable cant he adjust them if it is too "tail happy"??

There's a difference between tail-happy-fun and tail-happy-trying-to-kill-you. The latter is actually not enjoyable, and it is substantially slower around bends too.

And no, a 24mm adjustable bar is much much stiffer than a 20. So the adjustment range available is nowhere near enough to dial out the trying-to-kill you. Most people would run a 24 on the front and a 22 at the rear, with whatever adjustability they want/can afford. Note that that is the OTHER way around from your idea. I myself put 24mm adjustables on both ends as I absolutely detest understeer and don't mind an active rear end. I have them set to stiffest@front and softest@rear and it is actually a little bit too lively at the rear. A 22mm adjustable set stiff at the rear would probably be just about right.
