Would the CAS require the car to be tuned or would this just eliminate the chance of a fluctuation which causes a misfire?

If the car was tuned with a dodgy CAS then there is the possibility that the tune will be substandard (in terms of ignition timing) compared to what it could be with a good CAS, so would possibly DESERVE a retune. You'd certainly want to run it up to have a look and a listen after changing the CAS anyway.

The time they spend on the dyno is still time

This is how pretty much all dyno operators work. You are paying for time, not results.

Re the CAS, if it was noisy before then what it would cause is an inaccurate timing signal, to tune around this you need to be more conservative than usual with your ignition timing which means less power. With a clean CAS signal you can usually get a bit more timing in because the fuzz/jitter in the signal is gone so you don't need the additional safety margin due to CAS inaccuracy.
