When's the "last day to pay" ?

Usually a few days beforehand, to give time for payments to come through, So the 27th August.

We do tend to sell out the track day before then, as we limit the number of entries to ensure plenty of track time and smaller groups.

Just noticed this event is the day after the V8 Supercars round, which means they'll be doing a "sponsor ride day" on the North Circuit most likely.
