Lock Up Torque Converter

Looking at buying a 2002 Nissan Stagea with a VQ25det.

When crusing in 5th (auto or tip) the lock up torque converter does not lock at around 80-100km/h.  Is this normal?

In 4th it locks fine in auto/tip.  You can just tell when crusing at 2000rpm and you slightly accellerate the engine rises in revs alittle but no speed increase.  In 4th there is a speed increase.

Is this a problem?

The converter is always locked in manual mode, in auto the 200 rpm rise in revs is the converter unlocking on acceleration.
