What about an inexperienced driver being in a PIT maneuver.

I think here in VIC there was talk of abandoning pursuits all together as a matter of safety. There was a bit of an uproar at the time, so I don't know if it was actually happened...

From memory there were a couple of serious incidents (crashes) that involved innocent 3rd parties so VicPol were looking to minimise this chance.
