Steering wheels are really easy to take off, it's either 1 big nut, or 2 bolts and then 1 big nut for most cars, a quick google will show you how depending on your car.

In terms of a quick release, no you can't. It's an even bigger no if your car has an airbag from factory.

Any workshop can change a steering wheel for you

If attempting yourself and you have an airbag, you may need security torx bits to remove one or two of the bolts - these bits have a hole drilled in the centre of them
