Head gasket?

I have milky white foam in the oil cap, blowing out of the dipstick and under the radiator cap, head gasket? 

There is minimal smoke upon start up.

Watch what happens when you rev the engine with the radiator cap off

Drop the oil and see if there is any water in it.

Either a head gasket or cracked head, for your sake I hope its only the gasket. Take it back to whoever built the engine, it may still be under warranty.

Lots of reasons an engine that has just been rebuilt might have a problem, I suggest taking it back to the shop and letting them decide what to do next.  All 3 things you said are bad signs.
